A penguin villain returns; it's Evil Emperor Penguin in the comic shorts compilation The World Will Be Mine! Created by Laura Ellen Anderson and released in 2023, this compilation comes in a smaller pocket form factor – but is still larger than life bonkers. The titular Evil Emperor Penguin continues his quest for world domination.

This time EEP's plans include (but are not limited to) time travel, an evil printer, the Fearsomitron and turning humanity into marshmallows. Is it is the nature of the series, none of the plans work as both EEP and his No. 1 sidekick Eugene are hilariously inept in pulling them off.

Everything I've said about these comics in the past still stands; they're brilliant and capture well the zany super-villain chaos of the early 1900s comic books in way that works as a parodic romp for genre fans and as fun action for kids.
