The last of the MWG Boardgames' Plucky Penguins items – I wish there were more but alas. Anyway, this is the Kickstarter backer T-shirt, complete with Chiara "Riiko" Vian's 'Fish Throne' artwork. The same character is also in the game, representing the Penguin Leader.
